Overseas Community Affairs Council Secretary-General Chang Liang-Ming and Buddhist Compassion Relief Tzu Chi Foundation Vice CEO Hsiung Shih-Min signed an MOU on March 30 witnessed by Overseas Community Affairs Council Minister Tung Chen-Yuan and Buddhist Compassion Relief Tzu Chi Foundation CEO Yen Po-Wen. Bureau of Consular Affairs, Ministry of Foreign Affairs Director General Phoebe Yeh and Department of NGO International Affairs, Ministry of Foreign Affairs Director General Wang Hsueh-Hong also attended the signing ceremony. 


Tung Chen-Yuan indicated that he visited Dharma Master Cheng Yen on November 9 last year to ask for her opinion on bilateral collaborations in the future. While stationed in Thailand, he felt the profound benevolence of Tzu Chi overseas. Since the Overseas Community Affairs Council founded the Emergency Assistance Association in 2017, 95 such associations have been established across the globe. In the future, it is hoped to combine Tzu Chi’s domestic and overseas locations and resources to continue the mutual collaboration and interaction, as well as create a sound emergency relief system that can work under the instructions of the Ministry of Foreign Affairs (MOFA) and various embassies or consulates to provide overseas Chinese and expatriates with the necessary assistance in the event of an emergency abroad.
